The Provincial Outreach Program for Students with Deafblindness (POPDB) was established in 1990 by the Ministry of Education to meet the needs of School Districts supporting one or more students with deafblindness. The Program is hosted by School District #38 (Richmond). All of our consultants hold British Columbia teaching certificates and have received specific training in the education of individuals with deafblindness.
